Our Founder
Rael Ginsburg is a visionary technologist, strategist, and entrepreneur with over 25 years of experience at the intersection of artificial intelligence, neural networks, and next-generation systems design. His work reflects a lifelong pursuit of understanding complexity , not merely to study it, but to engineer intelligence within it.
From a young age, Rael’s instinct for exploration was evident. Taking apart electronics and reassembling them into new forms, he developed the hands-on curiosity that would evolve into a career shaping the frontiers of AI-driven innovation. Today, he is recognized as a pioneer in building intelligent architectures that translate data into insight, and insight into strategic advantage.
Rael began his entrepreneurial journey co-founding ventures that redefined interactive technology. As a co-founder of a groundbreaking gaming and engagement platform, he merged creativity with code to deliver one of the first large-scale online ecosystems of its kind culminating in a successful multi-million-dollar acquisition.
In 2008, he founded Iceburg Capital, a company built on the principle that intelligence, when augmented by technology, can transform how humans perceive and act within complex systems. As Executive Director and CTO, Rael led the creation of proprietary frameworks for AI integration, algorithmic modeling, and decision analytics setting new benchmarks for digital transformation across industries.
At The Quantum Institute, Rael’s vision extends far beyond innovation for its own sake. He leads a mission to develop predictive, adaptive, and self-learning systems that empower governments, institutions, and enterprises to make faster, more informed decisions. Under his leadership, the Institute has become a center of excellence in quantum simulation, behavioral AI, and neural foresight technologies, combining scientific rigor with strategic insight.
